I know there are ways to create items in pay pal for example shirts available in small, medium large, etc - however is there any way to add in where a customer could buy 2 at one time on the page without changing their quantity on the payment page and is there a way to put the number of items left available to purchase?

There is no standard way to do this with the PayPal buttons.
This requires a dedicated shopping cart solution or custom scripting.
