e-shop with different taxes (vat) by countries

Hí gurus, I need to build my very simple e-shop. But there is big problem.
In the EU you have to give a bill with the tax of the country of the costumer. This means more than 10 different taxes. The country is to identify reading the IP address AND the billing address. Does somebody know an e-shop that works this way?

In PayPal you can setup the tax for each country separately.
