[rz] Top Menu *** UPD 2017-Nov-15 ***
[rz] Top Menu v1.1.4
This is the most easy and lightweight solution to have a responsive and fixed navigation menu on top of the page.
Some features:
- Custom colors and background patterns.
- Custom opacity level for modern designs.
- Custom slide speed.
- Advanced alignment modes and positions.
- RWD, RTL and fluid support.
- Tooltips in the main panel and its options.
- Embeds objects (useful for logos, etc).
- Smart slide/link behavior.
- Works smoothly with [rz] Preloaded Links.
- Multi-instance (i.e: top and bottom).
- Maximum crossbrowser, crossplatform and backward compatibility.
- No jQuery required.

nope, this is a stripped down version that i built for a company
(anyways i'm not sure if i got in full your question)
however it has many other advanced alignments
perhaps in a next revision, if they agree, i can add this and some other new features

One BIG Problem...
It does not seem to have the ability to add a scroll bar once you get more items in menu than the device can display on one screen.
This seems to be a common problem.
