Just curious but I would be interested to know what you prefer using when starting a new website.
I realise this might depend on the type of website but just give your preference.

Hi WWBman. As you wrote... depending on which type of webpage. But almost always use both breakpoints and Layout Grids. Until now I use Floating layers as well (you get more control over layout).

A "Mobile First" website is optimal since 90%+ websites are accessed via handheld devices. IMHO
