I am not an expert but responsiveness is a must. Everyone has mobile devices and you should design with this in mind.
A google search I come across was this.....
Something to consider but not mandatory?

You are the designer and have the final decision to make. :-)

After all the site is still in progress.

Yes, might be hard to believe but true. Google now says your site must be responsive, this is so it can be viewed in all devices from not just PC's/Laptops but to all mobile device's including IOS and android.

They can even now penalize you by lowering ranking and to a extent remove your site altogether if they choose so. Do a Google search on this and you will find it a wash with the subject.

See the following on responsive site and why you should build and design this way. (Well to how Google says)

Slightly old topic on designing for mobile devices but worth a read. Explains what and why Google are doing.
