can you Explain what is DPI & scaled based on DPI mean in new updates ?

Do you mean 'DPI font scaling in Shapes.'?
It means that shape text is now rendered the same size independently of the computer's DPI.

You will only see the difference if the DPI of your your display is set to > 100% and activate 'High DPI support' in Tools->Options->User Interface.
