Can panel wizard forms be responsive

If I use the panel wizard to create a 3 step "survey" (form) that is a modal, can I make it so that it is responsive for people bringing up the page on tablets or phones? Not sure how to use breakpoints with this. Thanks in advance for any advice.

The Wizard is responsive, whihc means that it can have a different size in breakpoints.
