Best option to responsive website

Hello i need a recommendation to best option to responsive website, i was working with layers but sometime it is hard to fix each screen size and sometime layer look different in different screen sizes , so i need to rearrange all.

Any recommendation?

I'm not convinced there is a 'best' option. It depends what you are trying to achieve and how much work you want to put into it.

Agree with Alan, although you want a responsive web site so I would recommend using layout grid / flexbox for design. That will be as responsive as you can get w/o having to adjust your designs for various breakpoints (which you can still do to a degree with layout grids or flexbox). It will take a change in thought processes, and you need to come to grips with the fact that it is no longer WYSIWYG in the true sense.

I've lightly tried using flexgrid and layout grid but have had a deal of time trying to get shapes, text and similar lined up the way I want. I find it requiring much more effort and it's certainly a different thought required if using them. Have fun trying to place a text box on a shape.
I have used layers and set multiple break points. At least with using layers, I can very easily place text, shapes and such anywhere I want without fiddling with padding or resizing grid sizes to make things "try" to fit the way I want.
The dynamic responsiveness to flexgrid and similar works well but I couldn't make them work easily with the content I was placing in them. Others may have no issues using them to suit their needs but it seems to require much more effort to get it the way you want to look.
Personally, I'm sticking with using layers and multiple break points but that's solely my opinion.
