Help on this layout

Hello, i was working with layers to reach this layout but it is very hard to fix in all breakpoints, the image attach show 3 panels that are 3 layer (white, blue, and green) that overlay my main image. some one know is there anyway to reach this using grids? i need that panel overlay the main image

You can move to lower grid up, so it overlaps the first grid by using a negative (top) margin.
