Allowing People to review a service/product

I have been trying to set up a review/testimonial page and I tried using the blocks that are provided. However, they dont allow for people going to the site to write their own reviews on the service provided. So, I was wondering if there was a way I would be able to allow people to write their own reviews on a page?

I use several php scripts from phpjabbers.com they work well with wysiwyg web builder, are simple to set up and use, and very affordable.
