Using Layer for animated scrolling

I'm trying to have an item move across the screen when I scroll. I followed instructions and placed the item (jpeg) in a layer. Then set transitions to move across the screen . The animation worked, BUT no matter where I place the layer the animation element scrolls at near the top pf the page. How do I get this to display in the same position where I have the layer? Also as per instructions, the layer is set to sticky layer.
