I am encountering this error uploading CMS Admin and CMS View
"Failed to connect to database server!"
What could be the problem?.

The problem is most likely related to invalid MySQL settings.

I am not sure. The same settings was used in v15. It worked well. Just today after I upgraded to v16.1.0 and create a separate CMS for test, it fails. The same error.

I doubt that this is related to the upgrade.
Maybe there is a temporary issue with the server?

"Failed to connect to database server!" can only mean that there is an error in the configuration. I do not think it cannot be anything else.
Are you able to connect to the same database with another script?
