Is it possible to have this kind of page structure with WWB? The snap scroll is on top of several images and the wipe effect above them which looks like a nightmare to do while keeping the site responsive.

This website uses swiper with a custom script.
This is also possible with WWB. But of course this will require some programming skills.

So I guess its not possible to have an upper and a lower layer of dynamic states both at the same time without learning extra code. In this example. We have the scroll activity and multiple slide actions with the over head swiper . So where would I start to be able to position animated layers over scroll images and so forth?

With the built-in Carousel you can use events to control content in another part of the page.
