Do text and graphics that are contained in a Card hold the same SEO weight as when they are placed more loosely on the web page (titles and alt tags being present in both)? In otherwords, does the use of Cards hinder spidering/indexing/ranking?

Cards use standard HTML, so they do not influence SEO ranking.
Just like standard images, it's important to specify a description in the alt tag.
