I have a reponsive menu on a master page. I added a new menu item but I forgot to add the icon associated with it. So, once it was all published, I went back in and edited the item to add the icon for it.
Came out and went to publish and only did 'publish modified pages', expecting that all pages associated with that master page would be updated. But they weren't. The only things in the publish log was an update to the search.
So, to get the new menu 'propogated' I had to do a full publish.
Not a big deal, but it may catch someone out who isn't looking and expects pages to be updated.

This is expected behavior.
The option 'publish modified pages' should only be used when you do small changes, like updating text.
Adding an icon, affects the structure of the page and adds additional files (font icons), so in that case all files need to be published.
