Strange Color when Site Loads

I have noticed that when my site loads for very brief moment the screen goes yellow

this also happens when I go to other pages-example home page, click Resources, click Pennsylvania, but some pages transition with a blue color, the blue better then the yellow

how can I change so all the transitions are the same color

It looks like you are using a background image for the texture look. My guess is the image is very large and takes a second to load. While that is happening the background color you chose for the page shows. You either need to change the background of your page to a color you want or compress the size of your image down to a much smaller size so it loads fast. Or create a smaller tile of your background and tile the image which will load faster.
