templates will not open from program

Hello, I have installed the templates in the right folder. But when I use file/new from template on program. It does not see them and says no templates found.

When I look in the web builder file folder/system/templates. They are in the folder. How can I open them in the program? I am using WYSIWYG WEB BUILDER 15

Please see the following. If you are trying to use/open any of the "New" added templates then I believe that they are only meant for WB17 and higher.

I upgraded to 17 yesterday. And was able to use part of the Template I wanted.
