Punctuation showing as question marks

On some pages in my site some of the punctuation shows on the web as question marks as indicated on example below. What may be causing this? Many thanks.



Consider boosting repeat purchasing through offering price inducements


Offer price inducements:

� To acknowledge client as special.

� Because they are a client.

� To predispose client to utilize you, rather than your opposition.



Price inducement strategies can include:

� �Frequent ... points�.

� �Every fifth ... is free� coupons.

� �Two for one� coupons.

� �Free ... with next purchase� coupons.

� �VIP Benefits� coupons, etc.

Usually, this is related the character set in page properties.
For HTML5, this should be set to UTF-8
