Forms are standard HTML functionality so their behvaior does not change with an update of WWB.

Maybe you have configured the wrong character set of the form or page?

Can I make a suggestion?

Create a small project with just the form in it. Publish it somewhere using both 17.1 and 17.3 (obviously different places so you don't overwrite one).

Create a link to the project file to put on this form so we can download it.

Put a link on this forum to each of the published pages so we too can see the difference.

That way, we can (a) see what you see and (b) can try and reproduce it outselves.
