Links not publishing in new version 18.2.2

Hi having issues with links created in latest version 18.2.2 not publishing. They show as blue underline in builder but when published show as plain text. Existing links are ok just can't create new ones. Can use editor to create code and that works but if republish code is removed and link lost. I seem to remember a similar issue in previous version but can't find anything in search.

First link is an old one. The contact secretary at end of text bottom of page should also be a link.
I have uploaded all files and done a complete web site as well, as have made some changes to master page.

It looks like there is a conflict in your settings.
Based on the HTML, it looks like you have set the output format of the text to 'use <p>'
However, this option should only use be used for responsive text. See also the notes about this in the help and FAQ.

If you need further assistance then please share a DEMO project.

Thanks for the pointer turns out <p> was enabled in text rather than Default don't know why that would be perhaps a hangover when upgrading from earlier version 15, could have been like that for a while and i've just not noticed.
