Layer is moving up the page

I have been using Layers without a problem.

It has been awhile though so I may be forgetting something.

I place a layer on the page and drag a image into the Layer. No problem
F5 to view the site and it is fine.

If I select Relative Horizontal Sizing when I F5 to view the Layer has moved up the page about 30mm

What an I missing as I have tried other settings.

Here is the full detail

I place place layer on the page and size it.
I have saved an image with just one word save so it can be a file name problem and drag that
into the layer

The only change I make is to tick Relative Horizontal Sizing and when I do that and f5 the layer moved from where it should be
up the page.

To be able to help you, I need a DEMO project (.wbs file) so I can see all your settings.

I do not need the complete project because that will only take more time to figure out what you have done.
Basically, I just need a small project with one page and object(s) that are relevant to your question.
