how to make a menu fixed to the left on the page?
so that it does not move when you go down on the web page.

There are a lot of official templates which has menus which you can try and most of the menus in wwb is placed inside layout grids so I think that is the way it stays sticky as a header. It is not like the layer trick which floats on the corner and when clicked opens panels no that does not happen.

But wwb has a lot of menus you can buy and try them if you want here is a collection of navigations.

Some menus have an 'affix' option to make it 'sticky'. Others can be placed on a sticky layer. There are several templates which demonstrate this functionality.

apparently in a simple layer, you just have to select "dock layer" and it works.

By the looks and styles of your menu which is basically using text I think a Panel Menu is much more suitable for this design and purpose. But if you want more exact solution then you can provide demonstration from other websites too.
