When I went to Blocks panel and when I wanted to collapse and clicked on the accordion like things like divider, features, photo gallery, footer, price table I get to see an error. Not all the accordions are doing it only selective some. The other ones are collapsing and opening normally.

It looks like there is an issue with your folder structure. Some may be read only so they cannot be renamed.
Basically, 'collapse' just renames the folder.
To solve this, for blocks folder and make sure Web Builder has access to all the folders.
Sometimes when you install different version then the folders may have different permissions.

Although reinstalled it seems it still persists. Got me confused if other ones are collapsing and opening properly why the other accordions would not collapse. I basically keep every default no changes for folder or structure.

I think there is an issue with the permissions of the folder(s).
Note that reinstalling the software will not change this.
