Hi
I have been sent the following to upgrade a client's site.

RSS Feed Viewer
This RSS feed data is fetched from the following API endpoint: https://hoteljobs.co.za:8081/api/RssFee ... Id?id=4189

To use this API, send a GET request with the parameter id set to the desired RSS feed ID.

However, when I paste the URL into the built in RSS Feed Tool and publish the page is empty other than the RSS Logo!
Clicking on the RSS logo that appears, displays:

This XML file does not appear to have any style information associated with it. The document tree is shown below.

<title>RSS Feed</title>

What am I doing wrong?

Which "RSS tool" did you use?
What is the exact configuration?
What is the URL of the published page?

The RSS Feed object is designed to generate and share your own RSS feed, not to display external RSS feeds.

If you want to display an external RSS feed on your website, you can use the "News Feed Ticker" object instead.
