mobile issuesdoesnt fill phone sceeen

Im running version 19.
I have numerous siteswith a desktop and seprate mobile version
howevernow when i start a new mobile site and set the pagewidth to 320 and post the site...it doesnt fill the phones screen
older mobile sites work perfect still and i can modify them
what am i missing
