Relative image to text placement?

No doubt this will be a very silly question with an easy answer, but I haven't been able to figure it out.

I have a web site that contains lots of text and images. I predominantly use text and image objects (it's a 15 year old website).

My problem is, I want to keep the placement of the images relative the text, however, due to different device rendering and such, I often find that my images end up much further below the text then they are at design, leaving a huge gap between the text and the image.

Is there a simple way to get the placement of images to be relative to the text so that if the text takes up less vertical space then the image is moved higher as well?

You might want to consider using cards for this. You can add the image and lines of text to a card and they will then stay together.

Which are the image and text pairs in question?

As your site has possibly hundreds of pages to view can you please say what pages are the issues so to save time having to go through them all. I did notice that many if not all are using iframes to which is not the best way to display content due to macOS and the likes of Safari browser requires that you have to use two fingers to be able to scroll the contents maybe a rethink on how you display the page contents for todays modern devices and browsers used.
