Is it possible in WYSIWYG Web Builder for any form to simultaneously store its data in local storage and send the same data by email?
This would allow me to reply directly to clients by email with the diagnosis and quotation, while still keeping the data saved locally.

Local storage is a standard browser feature so it works independent from the form processor.
