Setting Min Order and Different Postage

One of my clients is a Vineyard selling a range of wines.

They want to sell online and have two special requirements:

1) The buyer must buy wines by the case of 12, that case or cases can be any wines - as long as it is 12 - so I need to have something that will check that the final quantity is a minimum or divisible by 12 ie 12, 24, 36 etc.

2) There will be three postage cost tears per case of 12

Perth - West Aus - $AUS$0.00
Other - West Aus - $AUS12.00
and
Other Aus States - $AUS25.00

Is there any way of doing the above please?

EDIT - To get around 1) in regards to minimum orders of a dozen - I could suggest to the Client to have a Buy Our Wines page and list and price the wines by the dozen and also have various mixed packages and advise potential buyers that if they want alternative combinations to contact the Vineyard - same for the order form .

I think this will require a custom script.

Yes, that's what I thought Pablo after doing some reading - discussed it with the Client - we will TRY allowing unit's of one with a bold instruction statement, both at the website front end and Paypal payment end. Thank you anyway 8)
