Responsive design forcing mobile to unscrollable mobile screen

Have produced a site with breakpoints at 768 and 480px. When published on tablet / PC then everything works fine but on mobile phone the screen will not scroll and can only be visible by switching to desktop version. Have not had this with any other site since updating to ver.15 - is this an issue? the site is at https://www.windscreenrepairinepsom.co.uk Thanks
