Pablo,
On my page I have couple of floating layers set to full screen.
Can I get smooth scroll down/up effect between them, similar to how fullscreen carousel works?

Yes. But also triggerd by mousewheel scroll. So if someone scrolls mousewheel down just slightly – page scrolls smoothly to next section/layer/bookmark.
How to do that?

I'm sorry, there is no standard solution for this. This requires a custom script.
