In previous versions of this software (15 and below) you had the option of a new mobile page.
In 16 it is gone. I have a few sites i built using this. When I open up the site in 16 it wont let me move the pictures or when i add a picture it adds to the bottom and wont let me move it up to where I want it to be. In fact I can not rearrange anything

The option is not gone, but it is hidden. The reason for this is because mobile pages use jQuery Mobile which has not been updated since 2014, so it is outdated and not recommended for new websites.
The functionality is still available, via the context menu of the site manager. Also, your existing site should work the same.
To move elements up or down, you can use the arrange tools (move to front and move to back)
I strongly recommended to upgrade your websites to more modern functionality like layout grid or flexbox.
