I don't know what happen. But all of my breakpoints showing very small view as if it's 20% or 30% zoom out view. Eventhough I already set it to 100% normal view the result is still the same.
Is it because I am resetting the html section in general settings before or what?

Uncheck: Tools -> Options -> General -> Automatically scale new objects

Why is this setting available in the fresh settings when in the end will ruin breakpoints when using layout grids? Is there true purpose or function when using this "Automatically scale new objects"?

This option was added on request of users. It is OFF by default.
