Moving webuilder to new pc

I have the webuilder on a desktop and laptop. I got a new laptop and want to install on it. Is there a way
that I need to deactivate from the original laptop before reinstalling?

If you plan to keep the old Laptop there's no need. This is due to you are allowed to use your license on 3 machines in your case 2 x Laptops 1 x Desktop. But if you plan to sell or giveaway then you should format to a fresh operating system so all and any personal information is removed.
