Making layers maove with other responsive element.

On this design, I have a fully responsive layer containing an image. On at the 480px break point, I have a blue layer. How do I make this layer attach itself to the bottom image layer and move up and down with it, rather than being static?

If you want to use a layer in flexible/floating layout, then set the mode to 'floating layer'.
