Responsive Design - General question

I've experimented with Responsive Design and understand the overview. My question is...

Does each page require one to manually reformat to the desired width(s)?

My website has 30 pages.

So I would need to manually reformat 30 pages to "tablet" size and 30 pages again to "phone" size?

Is this correct?

Yes, but if you use layout grids then most of the layout will be adjusted automatically
