No questions allowed before buying?

Hello, I'm new user looking for replacement for current CMS, I'm fed up with constant updates and template incompatibility. I decided to give WYSIWYG web builder a try, but would like to get to know the community and ask some questions regarding the app. I'm puzzled as by registering to the forum I'm told that my account will banned without order number. I don't like to buy cat in the bad. Are all forum members customers only? Why such drastic measures?
