Navigation: What to choose: Menu subitems OR Table of Contents?

I would like your advice on the following matter.
What is preferable, more practical, for a website (taking into account that the number of users accessing the mobile phone is constantly increasing):

1. To add three (3) sub-items to a menu item
or
2. Should I use the Table of Contents at the beginning of a web page?

Please note that this is a hotel website. The subject and title of the web page is Amenities and Services. It should include:
-- Amenities for the Interior spaces (apartments)
-- Outdoor amenities
-- The Minimalist decoration

It think this is your personal choice.
But a menu with sub menus may not be practical on a smaller screens.
