Strange text on upload

I have a very strange problem. The text objects in my website are substituting odd characters in place of some punctuation (apostrophe and quotation mark). Example is the word wasn’t is appearing on the site as wasn’t, when I look at the html of the object in wb16 it looks normal. I have also checked the source of the rendered page and these characters are changed. This is not a new site but I just did a full upload as I made some changes. It was OK before this upload. I have edited the html on the server and it looks ok too but it renders as these odd characters. I thought it might be a browser setting but I tried in Firefox with the same result. Very odd. It sounds like you have selected the wrong character set in the Page Properties.
But it also possible that the server is not configured correctly. Maybe it does not support Unicode?

Thanks, I have got the answer.....I had created a master page and did not set the characterset it was set to none. Changed it to UTF-8 and reuploaded all and is now working ok....
