I have a Bulleted List with a bunch of items that point to a PDF file, i selected the page to open in a new window but they always revert to open in the same window. Am i missing something ?

There are no known issues with this functionality.

A file link cannot be opened in another window. This is only possible for HTML pages.
For file links, the browser configuration (user preference) controls what will happen when a linked file is clicked.

Kind of confused why that option is even available then .

Because this is a generic option. If I removed it, then it would also not work for web pages.

Okay but the page i sent you is an HTML page so why does it not work ?

I was selecting "open in another window or frame" i changed the to "open in a new browser window" and that works.
When i select "open in a new browser window" the value auto changes into _blank
that doesn't happen when i select "open in another window or frame" it doesn't set a value, if i select the value to be _blank that also works
Both option then work in PHP or HTML

A PDF is not an HTML page. therefor you cannot open it in a new window.
The behavior of a PDF link is controlled by the browser based on user preferences.
For example, some users like to open it in a new browser window, while others may want to launch a dedicated PDF reader.

In that case, it's linked as 'external website' instead of file link.

In the project you have shared, the PDF is linked as a file, not as a page.

Just as Pablos reply to you, you are not linking to a page but the pdf itself, which then the browser iterperates it to be opened and displays it not as a page but as a pdf file/document in the browser window!. If you did want it as a "New" page then you would need to embed it in the page itself which would have its own page extension such as .html/.htm so when the link is selected it would go to the page with the embedded pdf....

The whole purpose was to link to a PDF file and have the PDF file open in a new browser window which it does now. Perhaps i didn't explain clearly from the start.

Whether the PDF opens in a new window or comes up with an option which says 'save. open in viewer etc.' depends on how you have configured your browser. It's nothing to do with WWB.

Put a bulleted list on a new page and nothing else, specified the font at 16px yet when i upload it the font size is all over the place. Not sure what i am missing

If looks like the text was copied form different sources?. It contains invalid formatting.

To solve this, select the text in each item and use ‘Removing formatting’.
Or check ‘Enable Responsive fonts’ or ‘Use classic HTML’ in the properties.
