I have a simple floating layer with full width and the style a picture with vertical top and horizontal center and cover.
This works fine on all PC screens I have tested, but on mobiles and pads the picture does not fill the full width of the screens.
I am using Google Chrome on all devices. What is the problem?

To be able to help you, I need a DEMO project (.wbs file) so I can see all your settings.
I do not need the complete project because that will only take more time to figure out what you have done.
Basically, I just need a small project with one page and object(s) that are relevant to your question.

Unless you can provide a simple step by step of what you did along with providing what settings you used for the page, the floating layer, the background image, etc. then a project file is the easiest way. Do you have breakpoints? If so, are you using max-width or min-width options? Keep in mind there are hundreds/thousands of settings that may or may not affect what you are seeing. We simply need more information than what you've provided.
