Inaccurate transition to a section from the menu

Good evening!

Faced with the problem of inaccurate positioning of the display of the page section referenced by the menu.
In the project file (at the link below), when the "Service" section is selected in the menu, there is a transition to the "Service" section header, but the upper part of the header is not visible in the browser (highlighted the text in red). I understand that the upper part of the section header is closed by the menu itself.
Please tell me what needs to be done so that the section title is fully visible?
Is there any way to set the up or down offset of the relative top edge of the section referenced by the menu. Would it be nice if the program interface (without inserting code) had a setting for shifting the transition of a menu item to a section?

This is locally behavior because the header is on top of the content.
If you enable smooth scrolling then you can add an offset.
