CSS files not being created

I'm working on a simple website using WWB 17 and the supplied absolute_layout template. I changed the HTML version in the project created from the template to HTML 5, but when publishing, no .css files are created. Can somebody please enlighten me on how to add .css file creation?

Did you enable this functionality in Tools -> Options -> HTML?
