I can't create a new page in a new folder
The download is not done.
I can do it with existing folders

Can you please be more specific?
What did you do and where does it strop working?
Is there an error?
Do you have a demo project?

I can't send my files to the server if they're in a new folder. On the other hand, if I do it from an existing folder the download is done correctly.
I have never has

I have only recently had this problem

This problem is more related to the FTP/FTPS server. The user that you are using do not have privileges to create folders, or the main folder is owned by other user.

When did it stop working?
Did you change something?
Are there any errors in the publish log?

There is nothing in publish.log
I publish in SFTP using SSH2 (secure shell)
I can publish a file but not to a new folder

I don't know exactly when the problem appeared. I didn't change anything to the software

To be able to help you, I need more details.
Did you recently update your computer or did you install another version of the software?
Which version do you use?

To understand what is wrong, you will need to enable the publish log and look for errors.

When I create the folder with Filezilla then the file is uploaded to the server
I reinstalled Windows 10 2 months ago
Yes I installed the latest version
I'm using version 18.1.0 Feb 28 2023
I have 2 websites hosted on my VPS server

I have change the firewall ports with ispconfig
Open TCP ports: 21,22,25,53,80,110,143,443,465,587,993,995,3306,33061,4190,8080,8081,40110:40210

I have nothing in system/publish.log
I've been using the software for years I have permissions to 755 to files and folders with WinScp

Did you enable the publish log?
See also the publish FAQ:

Publishing works for all users, so this it most likely juts a confirmation issue.
However, I cannot do anything for you if I do not know what the error is.
