Strange text behavior with new v17 install on Win11 box

I have WBv17 installed on 2 PCs and there are no issues when I open a website file in either. Everything looks and acts correctly and the same on both. Both are running Windows 10, latest updates.
I just purchased a new PC with Windows 11 installed and am attempting to install WBv17 on this new box. The install and registration went well.
All 3 PCs now have the latest update of WBv17 installed.

The following issues are only showing up on the new Win11 box....

The issues are that the webpage text is a mess when I open a project.
Issue 1:
I customized all of the <Hx> tags long ago and they are fine on the other 2 PCs but are tiny on the new PC. When I place my cursor within the text, the font size and tag settings are as they should be but display wrong.

Issue 2:
All of the body text and text other than <Hx> display fine but when I put my cursor within the text, the font size readout are completely wrong (i.e. text that appear to be 10pt are showing to be 18pt.)

I have not worked on or "saved" the project file on the new PC for fear of making a huge mess. When I reopen the file on the old PCs, all is well.
These issues are opposite but related. Very strange.

This is most likely related to DPI settings due to each machine being different. please see the following:
