I'm looking for something like the drilldown menu that, when I hover over a menu item, it gives me some text about what that item is in a popup window or similar. When I move the cursor away, the text goes.
Is there anything in the system (or an extension) which will do this?

Does each individual menu item have an ID that tooltop can use?
If so, that would be perfect.

No, most menu items do not have their own ID.
But technically you can add it via script. This depends on the type of menu.
