Scrollbar Effects

I would like to use the effect on the Scrollbar, for example, when dragging the mouse down, it is very slow, how can I make it faster, and how can I add the slow effect when dragging?

What do you mean by 'scrollbar effect'?

The same here "Access Denied" this is because viewing from outside of Brazil 🇧🇷 and IP blocked
