pages in wrong folders

For some inexplicable reason, I have some pages located in sub-folders where they are not supposed to be. In Site Manager I have one large folder, with sub-folders and each sub-folder has pages in it. Pages that should be in their own folder are appearing in the wrong places. A screen print shows the issue.
The bigger problem is that I can't move these files. I tried cut and paste, copy and paste, tried drag and drop. Nothing moves the files.

What screen print? If you wish to share a image (screenshot) you can either upload to your own host and provide the url or use the following https://imgbb.com/

To be able to help you, I need a DEMO project (.wbs file) so I can see all your settings.
Also, please include a description how to reproduce this problem.

Can you move them by right clicking on the page in SM and using the menu options to move them (up/down/right/left)?
