I mean the path to the language files folder on my machine from here (C:\Program Files\WYSIWYG Web Builder 19)

The file should be placed in the same folder as the executable (webbuilder.exe).

There is no specific folder for it you simply copy and drop the language file .lng to the same location of the software this is usually C:\Program Files\WYSIWYG Web Builder 19\. This is as you have written below in your post.
