Hot Fixes

I see there's a hot fix for WWB21, but when I check for updates, it says I am already up-to-date. Do we have to download the .exe and install over the existing WWB21 installation? Thank you.

Fairly expert at Microsoft Excel (but not VBA) & Affinity by Canva (for page layout).

Hotfixes do not trigger an update notification. They are intended to quickly address reported issues. I usually release these within the first few days after a new release, so users do not to wait too long for a fix.
Regular updates take more time because a version change also affects translations and other components.

Yes, you can install it over existing WWB21 installation.
